Are your products blocked at customs, or could they be, because their customs codes are similar to those used for dual-use items and technologies, or because they are being exported to countries subject to restrictions, such as embargoes?
Do avoid these blockages, it is recommended that you request a notice of non-classification. This notice confirms that the products and their customs codes are not considered to be dual-use and therefore do not require a specific export licence.

Businesses with a head office in Wallonia that
- export products not considered to be "dual use" to countries subject to restrictions (e.g. embargoes);
- or export products whose customs codes are problematic as they are similar to those used for dual-use items and technologies.
Send your application
Perform a technical analysis of all products (preferably in Excel format), along with the technical data sheets for the products concerned in your application. Also state their associated customs codes, referencing Annex I of the Regulation on dual-use items (Regulation (EU) 2021/821).

Processing your application
We will assess this analysis.
If the analysis shows that the products concerned in the application for a notice of non-classification are not mentioned in Annex I of the Regulation on dual-use items, a notice of non-classification will be issued.
The notice of non-classification is based on a prior technical analysis provided by the exporter and verified by our services.
This notice is only valid for specific products and customs codes that have been analysed, verified and stated in the notice. It applies to all countries, with the exception of countries under dual-use embargo (Russia, Belarus, Iran, Syria, Myanmar and North Korea), irrespective of the recipients.
The notice is valid for a period of one year.
