Do you want to start a new business but don't have a business certificate? Do you need a professional qualification but don't have a diploma or experience? Taking an exam before the central jury can give you the certificates you need to prove your skills

  • What is the Central Jury?

    Walloon regulations require that all commercial and artisanal businesses have the following skills: 

    • basic management knowledge such as law, accounting and business management (for any activity);
    • professional skills (for the 21 regulated activities listed below).

    These entrepreneurial skills can be proven with a diploma or professional experience. They can be provided by the company manager or another person connected with the business. 

    For individuals who do not have the training or professional experience required, they have the option of taking an exam before the central jury.

    If successful, the interested party receives a certificate that will be accepted as proof.

    How do I know if my diploma grants me access to a profession?

    A database of diplomas, degrees and certificates from all over the world helps you determine whether your qualifications meet entrepreneurial requirements. You can look up your diploma to find out which activities it gives you access to. If in doubt, contact a business counter. The Central Jury Service is not able to validate your qualifications.

    Other than the company manager, who else can bring entrepreneurial skills to the business?

    For a self-employed person (natural person), this person can be:

    • A spouse;
    • A legal cohabitant;
    • A partner who has been cohabiting with the individual for at least 6 months;
    • A self-employed assistant, parent or relative up to the third degree;
    • An employee with a permanent employment contract.

    For a business (legal entity), this person can be:

    • The management body (e.g.: a manager of a limited liability company or a managing director of a public limited company);
    • A company director (e.g.: an active partner in a limited liability company or a director of a public limited company);
    • An employee with a permanent employment contract.

    If in doubt, contact a Business Counter. They'll be able to tell you if you have the required skills for your activity.

    Where can I find syllabi or training to prepare for the Central Jury exams?

    We do not organise any preparatory training for the exams. However, we encourage you to consult the page dedicated to each exam to find out more about the content of the subjects assessed. For some exams, we provide syllabi or suggest useful books and links to help you master the subjects covered.

    What's the difference between Knowledge of Construction Administration and Basic Management Knowledge?

    The Basic Management exam is intended for anyone wishing to become self-employed. It covers the essential skills required to run a business, such as accounting, financial management and legal aspects.

    On the other hand, Knowledge of Construction Administration is an integral part of the various exams specific to the construction sector. Once you've passed this section, there's no need to retake it. An exemption may be granted if you already have access to the profession in a construction sector. In this case, you must provide a statement from the Crossroads Bank for Enterprises (CBE) as proof.

    What are the exam dates?

    Exam dates are not fixed in advance. Candidates are notified individually, depending on their position on the waiting list and the number of applications being processed. For entrance examinations, sessions are organised according to the availability of the members of the examination board.

    Basic management and aesthetics examinations are held on Monday, Tuesday or Thursday mornings. For entrance examinations, the days are determined by the members of the jury, and also take place in the morning.

    I can't come on the day of the exam; what should I do?

    In the event of absence for medical reasons, you must send us a medical certificate, which will enable us to reschedule the exam for a later date. If you do not have a medical certificate, you must re-register by filling in a new registration form and paying the registration fee again.

    How many times can I take the exams?

    You can take the exam as many times as you like. The only condition is that if you fail, you must wait for 3 months before you can re-register for an exam. 

    How do the exams work?

    All our exams take place in person in our offices. To find out about the practical details of an exam, please consult the page dedicated to the exam you wish to take.

    Can I receive a copy of my exam if I fail?

    It is not possible to receive a copy of the exam. However, if you make a request by email, you may be able to consult your exam on site, subject to the availability of members of the jury.

    How do I know if I've passed the exam and when do I receive the results?

    For computer-based exams, you will receive your results immediately after the test. If you pass, you'll receive your certificate and a certified copy immediately to hand in at your business counter. For other types of exam, results and certificates of achievement are sent by post within 10 working days.

    I've lost my certificate of achievement. What should I do?

    If you lose your certificate of achievement, please send an email to info.jurycentral.dgo6@spw.wallonie.be. Include your full contact details and the approximate period in which you took the exam.

    Can I be refunded if I no longer wish to take the exam?

    No refund of registration fees is possible. Registration fees are forfeited if you decide not to take the exam

    What languages are the exams in?

    The Central Jury exams in the Walloon Region can be taken in French or German.

    I'm a foreigner. Can I take the Central Jury exams?

    Yes, you can take the Central Jury exams. Please note, however, that certificates of achievement are only valid in Belgium.

    Do I need to have my certificate of secondary education (CESS) to take a Central Jury exam?

    It is not necessary to have a certificate of secondary education (CESS) to take the Central Jury exams. Anyone can take the exams to become self-employed in Belgium.

    What is the value of having a certificate of achievement?

    The certificate of achievement attests to your professional skills as a self-employed worker, but does not confer any entitlement to work as an employee. The basic management certificate is intended exclusively for people wishing to become self-employed.
