What is Art. 60§7? 

Article 60§7 is a professional integration measure for those receiving income support (RI) or the equivalent social assistance (ASE). It aims to help these individuals gain work experience and regain their entitlement to unemployment benefits.

The principle is simple: the public centre for social welfare (PCSW) can hire someone receiving income support or equivalent social assistance for the maximum period necessary to restore full entitlement to unemployment benefits. 

The PCSW can then also make this person available to a third party (another local authority, non-profit organisation, social economy business, private company, etc.). In this case, the PCSW remains the employer and the third party is called the "user". 

What is the increased subsidy?

Within the framework of article 60§7, the PCSW can benefit from an increased subsidy when it makes a hired person available to a structure with an approval or recognition, listed in the ‘Target public’ section. The purpose of this financial aid is to support the PCSW in its efforts to integrate vulnerable groups into the labour market.

Procedure

The application for a "social economy" certificate is made by email.

Send your application to economie.sociale@spw.wallonie.be:

  • In the email subject, state: "Social economy certificate" + the name of the applicant. 
  • Please attach all supporting documents to your email, proving that your structure is fully recognised in one of the categories listed under "Public cible" (accreditation, recognition, status, etc.). 
Conditions

To obtain your "social economy" employer certificate, you must have one of the accreditations or recognitions listed under "Public cible".
