Schedule 3 products
The products in Schedule 3 are toxic chemicals and precursors which, through their chemical action on life processes can cause death, temporary incapacitation or permanent harm to humans or animals. They also include any chemical reagent that enters at any stage in the manufacture of a toxic chemical, whatever the process used.
The full definition can be found in Article II, paragraphs 2 and 3 of the Convention and listed in Schedule 3.

Production declaration
Annual declarations are required for all sites comprising one or more plants which have produced more than 30 tonnes of a Schedule 3 chemical during the previous calendar year, or is expected to produce more than 30 tonnes during the following year.
Declarations are not required for mixtures containing 30% or less of a Schedule 3 chemical.

Import and export declarations
Global data for the past calendar year on the quantities imported and exported of each Schedule 3 chemical, together with a quantitative specification of imports and exports from each of the countries concerned, are also the subject of declarations.
However, these declarations are only necessary when a quantitative threshold is reached or exceeded, namely: from 500 kg per product and per country.
On the other hand, in the case of mixtures, declarations are not required for imports/exports of mixtures containing 30% or less of a Schedule 3 product.

Transfers
Schedule 3 products may be transferred to States not party to the Convention. A specific end-use certificate is then required, certifying that the chemicals are used for peaceful, non-prohibited purposes. This certificate supplied by the receiving State will indicate, with regard to the chemicals transferred:
- That they will only be used for purposes not prohibited by the Convention.
- That no further transfers will be made.
- What type they are and in what quantities.
- What the end use(s) is/are.
- What the name and address of the end user(s) is/are.
