The Directorate for Weapons Licences and Dual-Use Items is pleased to announce the launch of the eLicensing system, on 13 February 2023.

eLicensing is a secure electronic system for processing dual-use licences developed by the European Commission. It will allow economic operators under the jurisdiction of the Walloon Region to submit their applications for export licences for dual-use items and technologies online, and to monitor their processing progress in real time.

eLicensing is exclusively dedicated to export licences for dual-use items and technologies. It does not apply to 'attestations de non visé' (certificates of exemption) It does not apply to other types of licences and authorisations either.

From 13 February 2023, all applications for export licences for dual-use items and technologies will have to be submitted via the eLicensing system.

Accessing and using the system

The eLicensing platform can be accessed via the following link: https://webgate.ec.europa.eu/frontoffice/welcome.

There are two steps before you can submit your first application:

  1. Create an EU login account:

Creating an EU login account is a prerequisite for accessing the platform and creating your eLicensing profile.

  1. Access the eLicensing platform and create your profile:

Once your EU login account has been created, you can connect to the platform by selecting "Login".

Each operator is then invited to create their own profile, following the procedure illustrated in the EO-User Manual available on the platform, under "Help/FAQ" > "Supporting Material" > "User Manuals" > "EO-User Manual".

In this section, you will also find all the manuals and instructions you need to use the system.

 

The platform is available in French and English. The user manuals are currently only available in English.
