  • What role do we play in regulating water rates in Wallonia? 

    We are the regulator. We review requests by trying to reconcile the economic requirements of the applicant and a socially-acceptable pricing level for the consumer. 
    In practical terms, we receive the applications and verify that they are complete. We coordinate the requests for opinions from the Water Control Committee and the SPW ARNE. Based on these opinions and economic analyses, we draft a decision proposal that we submit to the competent minister. Finally, we communicate the final decision to the operator.
     

  • How are water rates calculated? 

    In brief: the price of water in Wallonia consists of an annual usage fee to which the cost related to consumption, calculated by cubic metre, is added, to which 6% VAT must be added. 

    In detail:
    Aater rates consist of three elements:

    • a usage fee due regardless of water consumption. A rental payment for the water meter which belongs to the operator and not the citizen, in the same way as a contract for telephone or internet services. 
    • water consumption is sub-divided into three parts: the true cost of distribution (TCD), the true cost of treatment (TCT) and the Water Social Fund (FSE). The proportion depends on the volume of water consumed.

    > 5.000 m³ 0,9 TCD+ 1 TCT
    • VAT (6 %).
  • Why regulate water rates?   

    Regulating requests to increase rates guarantees fair and equitable pricing for all Walloon residents. As a neutral and independent organisation, we take into account the needs of operators as well as the economic reality for water consumers. The objective is to find the right balance in order to set rates at an acceptable level.

  • What can justify a rate increase? 

    An increase in one of the components of the water's journey, from its capture to its discharge. For example, an investment to be made to improve, maintain or renew the water network or a pay increase for workers. The request to increase rates must be justified and supported by accounting documents, a five-year financial plan and a proposed trajectory.

  • Who distributes drinking water in Wallonia?  

    Wallonia has several water distribution companies (AIEC, AIEM, CIESAC, CILE, IDEN, in BW, IEG, INASEP, SWDE) spread throughout the region. In addition to these organisations, some municipalities are responsible for water distribution through their own municipal service.
